and they didn't quit rally (WRC) they were banned

Only for one season.

When they returned, they switched from Celicas to euro Corolla hatchbacks, and took the '99 Manufacturer's cup before they bowed out to concentrate on Formula 1.

nope it was due to a piece of equipment that was found on one of the cars that opened up only on stage, bypassing the restrictor plate, and would close at other times making it non visible at tech inspection

toyota just droped out of the Aust rally championships early this year. infact after 20 years+ involvement it was a bit of a shock.
