Should be push and twist, but some earlier ones did unscrew.

Are you talking about the old 2 spoke steering wheel with the black
centre cap? My old centre used to unclip by gentle persuasion, and it was
a pushfit back on.

Is it this kind of wheel?

If so, then you need to sort of peel the rubbery horn button off it's metal backing. You should be able to get something under the lip and it will come off pretty easily.

The rubber horn cap pries off easily. Use a plastic tab or a flat head screwdriver with tape wrapped on the tip.

Under that is a 21mm nut.

Once you get the nut off, grab the wheel at 9 and 3 o'clock then alternatively pull each side back. The wheel should pop off without using a puller.
