Its more then like a relay. Some buzzers look like that but they are in the cabin. What doesn't work? Need more details. Where exactly is it located. color of wires and how many.

two wires black and red its located on the firewall next to the hood latch and whats confusing me is that everything works accept my taillights and radio.....but even after i plugged it in they dont work

Do your hazard lights work? That system has a (2) wire relay in it. I am referencing a 1979 Civic Service Manual.

It may look like small battery which help to glow lights while engine is not running. It start working when key to unlock handle.
