FYI, the block-off plate for a big block Chevy fits right onto an L-series head.

Depends on the pump, carbs, engine, etc.
Assuming stock-ish L20b and 2-barrel carb, if you use the low pressure Holley/Facet pump you won't need a regulator.
FYI, these types of pumps work better as "pushers" than "pullers", so try to mount it low at the rear of the car.
