I wonder what that bike looks like from the other side. Seems like of you got a narrow enough wheel and found a bearing with the seninner diameter as your axle, you could have the center bore machines out to take a bearing.
I was thinking machine two wheels down to 2-3" wide (leaving just the lip and spokes) and weld them together so the face is on both sides? Use 4 wheels to make two? Upside is you could use the very high positive offset wheels (usually cheaper).
You'd have to get creative with brakes.
Now that you mention it, I don't see any
brakes on that bike...
