Other than picking up some manuals (Chilton's Import car Manual 1985 and three OEM Honda Accord Technical Manuals), among some tools I bought was....this.

I must've grabbed it by accident, and i'm stumped at what it is. Searches online have proven fruitless. Anyone have an idea of what it's used for?

Used to tighten the distributor clamp bolt on small block chevy's and fords.
