Wow, the jnc scooter crowd is growing! Not sure on mopeds, but totalruckus.com has been a big help to me with my sprees, lots of knowledgeable people, not just about ruckus's either :)

Mopeds might be a little too specific, even in this hipster age. You're likely better hanging out on small motorcycle and / or scooter communities. There be a lot of those!

Not sure I've seen a Honda moped in Japan either. Lots of Tomos, and a few Hummingbird Suzuki. More fun stuff here:
