Short of soft media blasting, paint stripper would work best. :tu:

I've used this "aircraft stripper" before with good results, and no damage to the base aluminum. It's made for airplanes so it's safe for aluminum.

I believe most clear coats on JNC wheels are anodize. I've heard Easy-Off oven cleaner works on it but it is nasty stuff and you need to be careful it doesn't damage the aluminum...

you can rub the clearcoat off with thinners or acetone, and a whole lot of elbow grease.

spray-on paint stripper works best from what i've found (the stuff in the rattlecan) and a warm and humid environment will make it most effective.
try putting cling-wrap on the bit you're stripping to seal it, it'll make the process faster and more effective.
