'82 Challenger- Running lights not illuminating

I've had this problem ever since I bought the car, the brake lights work when I hit the brakes, but when I turn on the headlights (only 3 out of 4 work?) the tail-lights and markers don't light. I've checked all the bulbs and the stop light failure relay. I checked the inside of relay and visually it looks brand new.

All my signals, hazards, brakes and back up lights work, just not the running lights.

    Got any ideas?

Ok it keeps popping the #6 fuse, "Tail- Clearance meter illum".

I put a new one in and flipped on the lights. The fuse started heating up and was too hot to touch by the time it blew. I think the power to the running lights must be grounding out somewhere along the way.

Could this be a relay or should I mainly be looking at the wiring harness?
