What kind of suspension work do you plan to do? I may be able to give you some good tips if you want to lower with home built coilovers since I just built a pair off a 1982 Cressida.

do not go near a 7mgte swap.

just a piece of friendly advice.

I 100% agree with lolumad. If your going to put any DOHC M in it then go 6MG, same displacement and better torque then a 7M without 80% of the nightmares involved with 7M's.

i'd recommend NA 2jz. cheap, easy to find, easy to find parts for, makes good power, good mileage and great reliability. if you do this swap right the first time and take care of it after, the car might outlive you.

if you're going to the trouble of doing a swap to an efi motor, it just makes the most sense.

I agree with the 2JZ option. Cheap, reliable and decent power. As for suspension, the cheapest would be to use the stock struts, get shorter dampers, and cut the struts to fit. Then weld threads for coilovers, replacing the stock springs. At the rear, just get slip on threads and make a coilover. You will need to space down the top mount, but it's pretty simple and works great.
